Such a harbour between Newchwang and Chinwangtao is bound to have far-reaching effects on the trade of North China, and we have no doubt you will be interested in it.

There is just one drawback to the harbour, and that is the limited area of flat land, the harbour being shut in by hills on the cast and north, and partially so on the west. A good deal of reclaiming of land from the sea is to be done, but flat land will be secure, and we beg to suggest that if you think of doing business at the new port it would be desirable to lose as little time as possible in making choice of a site. Our firm, we expect, will be establishing a branch at the new port, and would be happy to undertake your agency and to advise on the choice of a site, for which we think we are favourably placed, as the chief engineer, whose plans for the harbour have been sanctioned, is a personal friend of the writer.

All land within 4 miles of the new harbour has been acquired by the Provincial Government, and their present idea is to grant leases, not to sell outright. comprehensive proposal to the Viceroy would doubtless receive favourable consideration, for the Chinese authorities are desirous of making a success of the harbour as a set-off to Dalny.

Their action in buying up all the land round about the harbour was induced by Japanese agents attempting to buy land from the native owners with the object of blocking the construction of the liarbour, and to end these Japanese intrigues the Provincial Government stepped in and acquired all the land.

We beg to add that the writer was assured that the railway from Chinchow towards the Russian frontier was certain of being built in the near future; were it otherwise, a barbour on the scale proposed for Hulutao would not have been sanctioned. As far as Petune, about 600 miles from Chinchow, the trace for the railway is practically settled. This railway will open up a great extent of rich land which is being rapidly settled by immigrants.
